Canonical Institutional Route 1 4-Page Brief 2 Review Index 3 Evidence Request 4 Protected Diligence
v251 institutional review priority refinements

Download the Institutional Pack

The Tier-1 structural refinement is now closed: committee, DFI, donor, procurement, auditor and fiduciary reviewers have a single consolidated downloadable bundle, plus a public route that explains what is included and what remains protected.

Protected access boundary: access is revocable, time-bounded where required, role-scoped to the approved review purpose, and attributable to named institutional reviewers.

Canonical Institutional Route

One enforced hierarchy: committee orientation first, role-based reviewer routing second, procurement evidence request third, and protected control evidence only when there is a defined review purpose.

This sequence mirrors how committees, DFIs, and ministries evaluate governance infrastructure.

Structural closure

The pack converts the previous procurement-readiness note from “link surfaced” into an actual downloadable bundle. It keeps the public reliance boundary intact: public materials are packaged for circulation, while deployment-specific proof, live evidence, security details and reviewer records remain purpose-bound inside protected diligence.

Sovereign and canonical route visuals

The consolidated Institutional Pack now includes the sovereign programme governance deep dive, the sovereign programme review route, and the canonical institutional review route as visual anchors for committee and diligence circulation.

Sovereign Programme Governance Infrastructure Deep Dive showing national governance, programme governance, operational evidence, institutional assurance, and protected diligence layers.
Sovereign Programme Governance Infrastructure — Deep Dive. This control stack shows how national authority, programme governance, evidence handling, institutional assurance, and protected diligence remain separated but connected through the governance spine.
Sovereign Programme Review Route showing scope map, programme context, sovereign governance alignment, authority boundary, governance spine, MRV integration, Institutional Assurance Layer, programme controls, reviewer accountability, evidence lineage, export and audit reconstruction.
Sovereign Programme Review Route. This diagram clarifies how ministries, sovereign programmes, and multilateral reviewers move from scope alignment into reviewer accountability, evidence lineage, export posture and audit reconstruction.

Tier-1 Institutional Gap Map

Tier-1 Institutional Gap Map showing evidence lineage, MRV, role-model controls, multi-programme logic, data residency, verification pathways, lifecycle logic, procurement readiness, institutional pack closure, and cross-sector governance.
Institutional pack closure point. The central open question was whether the Institutional Pack was complete and accessible. v251 keeps that closure in place, adds the persistent route banner, and preserves the sovereign programme and canonical route visuals to the downloadable pack.
