Minimum handoff condition
Every committee claim should have a public explanation or protected evidence route. Every unresolved condition should have an owner, escalation path, and status.
A protected checklist for confirming that the donor/DFI committee pack contains the expected public and protected materials before external review.
The committee pack is complete when an external reviewer can understand the mandate, authority boundary, evidence lineage, safeguards, sovereignty posture, reviewer accountability, commercial scope, and protected data-room route without needing informal explanation.
