The methodological authority remains with the national MRV system, ministry, accredited standard, or approved programme method.
Indicator and factor reference
Indicators, baselines, factors, thresholds, geography, vintage, safeguards dependencies, and version references are attached to the governed record.
Evidence object
Field records, documents, spatial files, monitoring observations, grievance records, verification notes, and supporting attachments remain traceable to the programme context.
Verification logic
Reviewer checks, exception flags, confidence posture, evidence gaps, and conditions are logged so the MRV posture is inspectable and not detached from the decision trail.
Reporting output
Donor reports, committee packs, export annexes, and audit summaries can cite the indicator lineage and evidence chain without claiming to be the national MRV authority.
Indicator lineage
Indicators should remain linked to source method, geography, baseline, factor, data source, verification status, reviewer, and export output so donors can inspect the chain.
Evidence assurance
Evidence objects are treated as governed attachments with source context, quality flags, conditions, and reviewer actions. Missing or disputed evidence remains visible rather than hidden.
Reporting outputs
Exports can assemble MRV-ready reporting packs, but formal submission, inventory inclusion, and statutory acceptance remain with the responsible national or programme authority.
