Submission Lock Readiness Note

A protected readiness note for deciding when donor, DFI, ministry, or committee materials are stable enough to circulate without changing the underlying governance posture.

Submission-lock principle

Submission lock is a governance posture, not a technical freeze. It means the committee-facing pack has a controlled scope, known open conditions, named owners, stable links, and no unresolved authority-boundary ambiguity.

Lock-ready when

  • Public institutional route is stable.
  • Protected donor pack links resolve.
  • Evidence map aligns claims to artifacts.
  • Reviewer Q&A has owner-approved responses.
  • Open conditions have escalation treatment.
  • Export posture is marked as ready, conditional, or blocked.

Do not lock when

  • Authority boundary is unclear.
  • MRV attachment or data-sovereignty posture is unresolved.
  • Broken route links remain.
  • Reviewer accountability is not represented.
  • Committee evidence map has gaps.
  • Protected data-room access protocol is missing.

Submission posture
