Governance SpineAuthority Substratev427

Authority Boundary Engine

Authority, responsibility, evidence rights and continuity obligations made explicit, enforceable and reconstructable across Terra Vita Hub, FieldTrace and Academy.

The Authority Boundary Engine sits above the Governance Spine and below the Evidence Chain. It determines who has the right to do what, when, with what evidence, and what continuity obligations survive institutional change.

Category thesis

The missing institutional layer is not evidence. It is authority.

Every fragile pipeline eventually faces the same question: who had the right to approve, verify, override, bind evidence or inherit responsibility at the time the decision was made?

The Authority Boundary Engine turns that question into a governed system state rather than a memory exercise, email trail or committee reconstruction problem.

Clean architecture

Four layers that make the Hub, FieldTrace and Academy operate as one institutional substrate.

A

Authority Graph Layer

A machine-readable map of roles, mandates, decision rights, evidence rights, continuity obligations, override conditions and escalation paths.

B

Boundary Enforcement Layer

Enforces who can change, approve, bind, verify and override; it also defines who inherits obligations when authority shifts.

C

Continuity Engine

Tracks authority transitions, evidence custody, responsibility handovers and versioned governance states.

D

Cross-Product Sync Layer

One authority change updates Hub modules, FieldTrace permissions, Evidence Chain binding rules, Academy requirements and corridor readiness scoring.

MVP scope

A six-to-ten-week version that already changes the game.

The minimum viable version is enough to differentiate Terra Vita from MRV, governance, nature-tech and reporting platforms because it does not only store evidence; it governs authority around evidence.

MVP componentsAuthority registry · decision rights matrix · evidence rights matrix · continuity log · Hub and FieldTrace API hooks.
MVP outputsWho-can-do-what queries · who-was-responsible-at-the-time queries · continuity alerts · governance stress-test v0.
Immediate institutional valueAuthority becomes reviewable, custody becomes traceable and continuity is no longer dependent on institutional memory.

Cross-product integration

One authority change becomes a system-wide governance update.

Hub

Source of truth

Authority, responsibility, continuity and mandate state are governed centrally.

FieldTrace

Permission enforcement

Submit, verify, override and evidence-binding permissions follow the authority graph.

Evidence Chain

Binding rules

Admissibility and reconstructability rules depend on the correct mandate and authority level.

Academy

Role-linked training

Authority change triggers mandatory modules before rights can be exercised.

Corridor

Readiness scoring

Authority clarity, continuity, enforceability and stress resilience become scored dimensions.

Evidence Map Authority Graph Verification Continuity Checkpoint Lock Admissibility Assurance Room Export Register

Technical architecture

Institutional enough for committees. Concrete enough for engineering.

Node

Authority Node

role_id, mandate_id, decision_rights, evidence_rights, continuity_obligations, override_rules and escalation_paths.

Edge

Authority Edge

from_role, to_role, boundary_type and conditions based on time, evidence state and mandate.

Ledger

Continuity Entry

event_type, timestamp, previous authority state, new authority state and evidence custody changes.

Rule

Binding Rule

evidence_type, required authority level, admissibility conditions and immutability conditions.

APIs

Authority, continuity and evidence-binding endpoints

Supabase-ready schema and route contracts are included in this build as implementation scaffolding.

GET /authority/role/{id} POST /authority/transition GET /authority/who_can/{action} GET /continuity/log POST /continuity/handover POST /evidence/bind GET /evidence/admissibility/{id}

Priced capability

Authority is not a platform feature. It is governance infrastructure.

Local / corridor

€0.5–2M

Authority mapping, decision rights, evidence rights, continuity log and Hub + FieldTrace integration for ministries, implementers, verifiers and local custodians.

National

€5–50M

Full authority graph, continuity engine, stress testing, evidence binding rules and Academy authority-linked training.

Sovereign / MDB

€80–250M

National authority substrate, cross-ministry continuity enforcement, evidence admissibility engine and multi-corridor synchronisation.

These are institutional governance-infrastructure scope bands, not ordinary SaaS seat prices. Final pricing depends on mandate complexity, jurisdictional scope, reviewer volume, evidence volume and continuity risk.

Demo simulation

Authority Collapse Under Stress.

The simulation shows a ministry leadership change mid-corridor, identifies authority breaks before they become institutional failure, and proposes continuity fixes.

Simulation flow: load authority graph → trigger continuity event → evaluate evidence custody, decision rights, pending approvals and verification rights → identify breaks → propose fixes → update readiness score.
