A protected matrix now links claims to evidence objects, protected artifacts, MRV lineage, sovereignty controls, database readiness, and reviewer accountability.
Reviewer stalling, conflicting interpretation, unsupported evidence rejection, and authorization drift are visible as governance case types.
Readiness controls are documented as visibility-only: staging-first SQL, RLS verification, indexes, pooling, PITR, monitoring, load testing, and background jobs.
