The checklist verifies that the submission pack is coherent, linked, and bounded. It does not execute exports, trigger database work, or change access-control behavior.

Authority boundary checked

Materials state that statutory, fiduciary, procurement, programme, and MRV authority remain with the responsible institution.

Risk note linked

DFI-grade risk assurance and residual-risk framing are available from the protected index and donor submission pack.

Safeguards framework linked

Safeguards, grievance, consultation, compliance, escalation, and evidence relationships are visible to protected reviewers.

MRV lineage linked

Methodology, indicator, evidence object, verification logic, and reporting-output relationships are documented.

Sovereignty posture linked
