Materials state that statutory, fiduciary, procurement, programme, and MRV authority remain with the responsible institution.
DFI-grade risk assurance and residual-risk framing are available from the protected index and donor submission pack.
Safeguards, grievance, consultation, compliance, escalation, and evidence relationships are visible to protected reviewers.
Methodology, indicator, evidence object, verification logic, and reporting-output relationships are documented.
Hosting-region options, residency constraints, export controls, retention posture, and ownership boundaries are available.
Staging-first SQL, RLS verification, indexes, pooling, PITR, monitoring, load tests, and background jobs are listed as readiness controls.
Stalled review, interpretation conflict, unsupported variance, and authorization drift are framed as accountable governance objects.
Deployment owners still need to confirm production readiness, institutional role mapping, and final submission timing outside this static page.
