Export Pack Release Gate
A protected release-gate note for donor, DFI, ministry, auditor, and committee export packs before external circulation.
Release gate principle
Export packs should not circulate externally until scope, evidence, reviewer questions, unresolved conditions, access boundaries, and authority exclusions are visible. This page does not approve funding, procurement, MRV methodology, or legal decisions.

Conditional circulation
Pack may circulate only with unresolved items, exclusions, or dependency notes visible to the reviewer.
Hold
Pack should not circulate when evidence, questions, authority boundary, access route, or conditions are incomplete.
