A protected register pattern for tracking external access, shared artifacts, review purpose, expiry, exceptions, and closeout posture.

External share principle

External sharing is a governance action, not an informal forwarding step. Each share should have a purpose, recipient, artifact scope, expiry posture, and responsible owner.

Reviewer of recordAssigns accountability for the external review relationship.
Review purposeLinks the share to DFI, ministry, donor, audit, safeguards, procurement, or committee review.

Access windowSets the intended start, expiry, renewal, and closeout posture.
ExceptionsCaptures any exclusions, redactions, non-shareable materials, or unresolved conditions.
