What the register prevents
- Untracked forwarding of protected materials.
- Open-ended reviewer access.
- Evidence leaving context without lineage.
- Side-channel diligence questions.
- Unclear ownership of external reviewer follow-up.
A protected register pattern for tracking external access, shared artifacts, review purpose, expiry, exceptions, and closeout posture.
External sharing is a governance action, not an informal forwarding step. Each share should have a purpose, recipient, artifact scope, expiry posture, and responsible owner.
| Register field | Governance purpose |
|---|---|
| Recipient organisation | Identifies the institution receiving access or materials. |
| Reviewer of record | Assigns accountability for the external review relationship. |
| Review purpose | Links the share to DFI, ministry, donor, audit, safeguards, procurement, or committee review. |
| Materials shared | Records whether the share included donor pack, evidence map, data room, Q&A, safeguards, or MRV materials. |
| Access window | Sets the intended start, expiry, renewal, and closeout posture. |
| Exceptions | Captures any exclusions, redactions, non-shareable materials, or unresolved conditions. |
| Closeout status | Documents whether access was closed, renewed, escalated, or converted into committee-ready submission. |
