Core governance terms
Governance SpineThe controlled operating structure for evidence intake, reviewer action, routing, conditions, audit lineage and export readiness.
Institutional Assurance Layer (IAL)The proof and reconstruction layer linking evidence, reviewer attribution, audit records, controls and assurance artefacts.
Institutional Review Index (IRI)The reviewer-assurance layer evaluating reviewer behaviour, consistency, calibration, bias/divergence and cross-programme comparability.
MRV SignalA governed evidence-linked input such as a satellite indicator, field verification result, methodology artefact or monitoring threshold used to inform review without replacing MRV authority.
Committee PackA controlled export or review package that preserves evidence lineage, reviewer actions, conditions, exceptions and decision posture at a specific point in time.
Export SnapshotA versioned export state that remains reproducible even if underlying programme records change later.
Assurance and control acronyms
RBACRole-Based Access Control; permission logic based on role, organisation, workspace and programme context.
