v181 external reviewer readiness

Reviewer Access & Permissions Matrix

A protected matrix showing how reviewer roles, access scope, expiry, export posture, and institutional boundaries are controlled for external diligence.

Permission principle

Reviewer access is granted for a defined institutional purpose only. Permissions should be narrow, attributable, time-bound, and aligned to the data-room access protocol.
