A protected matrix showing how reviewer roles, access scope, expiry, export posture, and institutional boundaries are controlled for external diligence.
Reviewer access is granted for a defined institutional purpose only. Permissions should be narrow, attributable, time-bound, and aligned to the data-room access protocol.
| Reviewer type | Typical access | Boundary | Export posture |
|---|---|---|---|
| Ministry reviewer | Governance architecture, programme overview, relevant evidence map, committee pack. | No automatic statutory decision authority is transferred to the Hub. | Committee-ready summary and condition register. |
| DFI or climate-fund reviewer | Donor pack, safeguards, MRV attachment note, database readiness, risk posture, Q&A. | Access remains purpose-bound and excludes unrelated programmes or personal data. | Submission pack, diligence questions, evidence map, readiness note. |
| Auditor or fiduciary reviewer | Traceability matrix, reviewer actions, conditions, exceptions, access protocol, share register. | Read-only review posture unless separately authorised. | Audit-ready evidence map and closeout record. |
| MRV or verification partner | MRV attachment, indicator lineage, evidence objects, verification logic, reporting outputs. | Does not approve or replace national MRV authority. | MRV lineage note and indicator evidence summary. |
| Donor or multilateral observer | Diligence room, donor submission pack, reviewer Q&A, final checklist. | Observer access does not create approval authority. | Committee pack and donor-readiness summary. |
