The formal institutional route is:

**Governance → Evidence → Attribution → MRV → Communication → Assurance**

Each route defines who enters, what may be seen, what may be changed, what must be verified, which contamination risks must be stopped, and which controlled output may pass forward.

1. **TV-R01 Governance** → Governance Context Record
2. **TV-R02 Evidence** → Evidence Maturity Record
3. **TV-R03 Attribution** → Attribution Defensibility Record
4. **TV-R04 MRV** → MRV Alignment Record
5. **TV-R05 Communication** → Controlled Communication Claim
6. **TV-R06 Assurance** → Assurance Statement or Controlled Release Recommendation

## Non-contamination rules

- Original evidence is never overwritten by interpretation or communication.
- Communication cannot flow backward and become evidence.
- Open exceptions and adverse findings persist downstream.
- Status advancement is a recorded human determination.
- External institutional decisions remain with the receiving institution.
