v178 reviewer walkthrough

DFI Reviewer Walkthrough

A protected reviewer sequence for DFIs, donors, climate funds, fiduciary teams, and committee members assessing donor-submission readiness.

DFI reviewer walkthrough

This walkthrough sets out the sequence a DFI, donor, climate-fund, or fiduciary reviewer should follow before treating the Hub as submission-ready.

  1. Authority boundary — confirm the Hub does not replace statutory, financial, legal, or MRV methodology authority.
  2. Governance spine — inspect evidence intake, reviewer attribution, conditions, exceptions, escalation, and export posture.
  3. Data and sovereignty posture — confirm residency, ownership, access control, export control, retention, and protected/public boundaries.
  4. Reviewer accountability — confirm named reviewer actions, bounded discretion, resistance routing, and traceability.
  5. Risk and safeguards — inspect risk assurance, safeguards framework, and institutional readiness materials.
  6. Submission readiness — verify checklist items, gaps, ownership, and conditions before external circulation.

Committee question

Can the decision record be reconstructed under audit?

Governance answer

Evidence, reviewer action, conditions, exceptions, escalation, and export posture remain connected to the same governed record chain.

Boundary answer

Human institutions retain final authority; the Hub controls the decision environment, not the decision itself.
