# Terra Vita Governance Kernel

## Purpose

The Terra Vita Governance Kernel protects truth, evidence integrity, attribution, reviewer separation and institutional authority across every Terra Vita deployment. It is inherited by the Hub, FieldTrace, IAS, Capital-Flow Readiness, Project Authority Lock, Funding Spine display surfaces and controlled assurance/export routes.

## Non-derogable articles

1. **GK-01 — Truth boundary.** Evidence, assertion, interpretation and decision remain separately identifiable.
2. **GK-02 — Evidence qualification.** Evidence requires attributable origin, time, context, custody and limitations.
3. **GK-03 — Custody and touch rights.** Create, receive, annotate, correct, lock, release and withdraw actions are role-bound and auditable.
4. **GK-04 — Provenance and attribution.** Original evidence and every transformation preserve source identity, programme code, version and actor attribution.
5. **GK-05 — Reviewer separation.** Evidence originators, reviewers, assurance actors and institutional decision authorities remain distinguishable.
6. **GK-06 — Distortion prevention.** No output may suppress material limitations, convert uncertainty into certainty or overwrite adverse evidence.
7. **GK-07 — Authority and institutional inheritance.** Institutions may configure acceptance criteria but may not weaken evidence integrity, reviewer independence or authority separation.
8. **GK-08 — Release, reliance and reconstruction.** Every controlled release is purpose-bound, version-bound, revocable and reconstructible; external decisions remain with the receiving institution.

## Constitutional rule

Institutions may inherit and configure Terra Vita's governance environment. They may not weaken the controls that protect evidence integrity, attribution, reviewer independence or authority separation.

## Change control

Material changes require a new Kernel version, impact classification and review of active reliance outputs.
